SPCA 21 Sept 24 Meeting Summary

Awaiting response and meeting minutes from Dr Chandrashekar DD Blr Urban , and Member Secretary SPCA Urban on my whatsapp summary of the Sat 21 Sept 2024 meeting held at Pashupalana Bhavan.


Thanks Team SPCA for the time and glad to meet you all. 🙏🏼Points discussed (ie that I recalled)

  • -Templatise processes so it’s easy for members to act

  • -Cruelty escalation matrix

  • -Share an AHVS Blr /SPCA org chart with zones and officers . -Make JVOs responsible to interact with Local police DCPs etc as there is overlap between police, bbmp and ahvs zones

  • -Awareness programs

  • -Govt hospital are now geotagged (thanks to Ms Thulasi Secy) so Google accessible. List to be shared

  • -two Mobile vet clinics are moving around city (post the 27 clinic closure) and details access to be shared by DD so we can use

  • -Boarding issues and laws (Acc To Dr Meena’s it’s now covered under Dog Breeding & Marketing Rules 2017 (PCA) but Shd be separate )

  • -Also trade licenses for boarding n pet shops

  • -Better coordination with BBMP n AHVS. We see a lot of passing the buch. Poor Animals shd not be pawns in the two depts’ red tape

  • -Adoption forms compulsorily needed for adoptions . SPCA has forms but doesn’t use. -SPCA To issue a circular for all people to use form for pets safety

  • -Dr Meena keen on Taking up adoption drive SPCA- good initiative . We can support

  • -illegal orgs like Cadobam Kennels - foreign breeds import and illegal breeding. To be shut down and matter to be escalated

  • -Animal helpline 24/7 members want it back . Also the clinics.

  • -Plus existing helpline 1962 to be streamlined 9-5 and cases 5 pm onward to be directed to Jurisictional Vet Officers

  • -District ABC Monitoring Committee Members needed

  • -District ABC Marketing Committee Members needed

  • -1962 ambulances to be made more effective and better stocked . Also we request SPCA to ask them to be used for last mile transport if needed.

  • -.Without inpatient facility, the Queens SSH is rendered ineffective for rescuers . Hence SPCA must write to them to provide inpatient facilities immediately.

  • -Plus make it free for street animals

  • -Dr Meena made a beautiful point re incorporating pet rules in Building association bylaws by writing to Registrar of Cooperative societies . ( she will share this letter) Will solve many problems!

  • -Feeder issues- DD Dr C offers to write into Chandra Layout Police station to protect the affected feeders .

  • -BBMP Infirmary as per KMC Act needed - good point by Arun. How can SPCA activate

  • -Have more member representation to Anekal, ECity and Blr East

  • Blr Urban covers 5 taluks South North East Anekal

  • 5 town municipal 320 wards 84 gram Panchayat

  • 71 instt and jurisdictional officers . SPCA members shd have info and access

  • - More SPCA members needed . Else the workload is very high on officers . Why are we trying to reduce members. Kalburgi has 300 I think .

  • - ⁠DD Dr C suggested that instead of escalating everything to him, it’s better to deal with the local jurisdictional officers who will involve the #ADs. . Effective idea but in that case the vet officers need a handbook and retraining so they can support animal lovers

  • -Human life is important and as responsible SPCA members we must pledge that by effective high impact compassionate abc , n awareness cases like the Jalahalli death NEVER recur in Bangalore

Minutes SPCA of the meeting r ..On 21-09-2024 at 11.30 am (recd 14 Nov 2024)

The proceedings of the Executive Committee meeting of the District Animal Welfare Society held in the office hall of the Deputy Director (Administration) and Member Secretaries.


Officials and members of SPCA present in the meeting:


First, Dr. S. Meena welcomed the Deputy Director and all the general members of the SPCA for the year 2024-25. This was the first meeting of the current series where all the members were introduced and briefed about their involvement in animal welfare activities. Deputy Director addressed the gathering and gave brief details about SPCA.


District Vyani Daya Sambhavu SPCA is working under the chairmanship of Hon'ble District Collector. In this, there are 07 ex officio members and the executive officers are also the president, superintendent of police, forest officers, transport officers, Akhil Sanatika Vyani Daya Sampha, Lanna Nidarigaswaru (Administration), Animal Husbandry and Veterinary Services Department, Member Secretaries. He gave information about animal hospitals and veterinary clinics run by Animal Husbandry Department in Bangalore city district. of this


In addition, mobile veterinary clinics are functioning as well as mobile veterinary plex. 1962 x erd statice, MVU Ambulance xest informed that providing treatment facility for animals at doorstep. Some members complained that calls to MVU are not going through and treatment is not being provided on time. To this, the Deputy Director said that helpline number 1962 was facing a few line problem but BSNL is getting more connection line 300 so that more connections can be made.


Arun Prasad expressed his dismay at the shifting of animal hospitals from Bangalore City District. B.B.M.P. He opined that if these hospitals are maintained, the animals will get the facility. He asked the Deputy Director to take appropriate action to provide treatment to stray dogs free of cost while taking the prescribed fee of super specialty.


Ms. Priya Chetty asked the Deputy Director to take these steps in the super specialty hospital where only outpatient treatment facility is available and inpatient treatment system is very necessary for handling critically injured stray animals.


He said that in case of delay in conducting the postmortem of animals, the freezer facility is now available only in the super specialty hospital and it is difficult for everyone to bring it there. Therefore, it will be more convenient if freezer facilities are installed in other parts of Bangalore as well, he said.


Ms. Priya Chetty requested in the meeting that the SPCA should make the animal lovers aware of the proper guidelines for adopting stray dogs. For this the Deputy Director has not received any guidelines from AWBI in this regard. All members will be given


Dr. Meena felt that if the stray dog ​​adoption program was organized elsewhere in Bangalore, it would be successful


Many members mentioned that many members of the public were causing trouble to many animal lovers who were feeding stray dogs.


Deputy Director ABC Rules 2023 Clause 247 required Hospital and Ambulance services and requested to discuss this in the department. Mr. Arun Prasad requested the Deputy Director that there is a need for treatment facilities for the animals during the night and appropriate action should be taken in this regard.


Mrs. Priya Chetty asked all the members to give information n contact about Animal Veterinarians and their scope of work. SHe said that this would facilitate communication about cases of animal cruelty.

SHe felt that more awareness programs should be conducted to prevent animal cruelty.


When asked about the information about the hospitals of the department, the Deputy Director informed the meeting that all the hospitals have been geotagged and their location can be found through Google.


Mrs. Priya Chetty asked for information on mobile veterinary clinics. Requested that it would be easy to share details with animal owners n caretakers . To this, the Deputy Director informed that all the information will be given to the members.


He requested the Deputy Director to take appropriate action regarding the registration of many people who are now providing accommodation facilities for pet dogs in Bangalore. For this, Maa Mirina Ravaru Nata Kava Othitaga Veta Matathrngala Nallagali


The meeting was informed that the registration was being conducted by the SPCA. In addition, the Deputy Director informed the AWBI in a letter that the guidelines should be obtained from the Animal Welfare Fair Board regarding the separate guidelines for the registration of boarding kennels.


Member Tanuba said that he owns 02 Street 3 and the street traders are using magha phones and loud speakers so the dogs are starting to bark. Neighbors expressed their indignation at the behavior of the dogs and asked them to help them because they are not registering a police complaint. The deputy director said that the use of megaphones and loud speakers which cause noise pollution is prohibited and he will write a letter to the Chandra Layout police station.


He said that there is a need to do more awareness programs on animal welfare in schools.


Mr. Arun Prasad spoke about pet boarding kennels and established in the meeting that these should be compulsorily registered and monitored as per PCA Act 1960. Dr. S. Meena informed that the registration of pet boarding facilities is being done by SPCA like pet shop registration. Mrs. Priyachetty informed that separate guidelines have to be followed for this, to which the Deputy Director informed the meeting that the Karnataka Animal Welfare Board would seek clarification in this regard.


B.B.M.P. In the meeting, the Deputy Director discussed the appointment of SPCA members to the District Committee and BBMP Zonal Committees for the Animal Birth Control Program being conducted by the Vati. District ABC The meeting agreed to appoint Mr. Arun Prasad as SPCA representative to the committee. The meeting accepted Mrs. Veenakesava Murthy as a member of the Organ Counting Committee. The members of the zonal committees were appointed as follows and the meeting was


Prevention of cruelty to animals (Regulation of Livestock Market) Rules 2017 DOD District Livestock Market Monitoring Committee and Livestock Market Committee should be formed, Deputy Director told the meeting. He said that the District Livestock Market Monitoring Committee will function under the chairmanship of the District Collector. This committee provides proper housing, water, food, veterinary medicine to the cattle when they are brought to the cattle markets for sale.

The facility monitors matters such as allowing for proper disposal of dead animals. A SPCA member should be appointed to this committee and unanimously agreed to appoint Mr. Arun Prasad as a member.


The meeting agreed to appoint SPCA members as follows to Talukwar Cattle Market Monitoring Committees.
